Can someone help me settle a dispute? I remember reading that Emperor Karl in the dying days of the Habsburg monarchy conducted a plebiscite among the armed forces of the Empire as to whether the Empire should continue, be federated, unitary, or republican. He believed that the Armed forces would be the most loyal of his subjects, and was disappointed when the plebiscite went agaiinst him, apparently contributing to his decision to abdicate. Unluckily, I have nothing of this incident in the only history texts at hand. Can anyone remember of this is true and if so provide a reference?? Others say he did not conduct a plebiscite but only consulted his Armed Forces officers. Was there a real plebiscite of any kind in the Empire before it broke up ? Thanks. I would be grateful.
