I think the person who posed this question originally is from Arizona. Unfortunately, I have written no sources for this, but I have a few friends from Arizona who used to talk about how if someone came to your house there (this is Tempe and Scottsdale) and asked for a glass of water it was illegal to refuse them. Now that's not the same thing as a right to a drink of water, but here's what my friend had to say about it: "hmm, you'd have to look into AZ's bizzaro laws--this one would be going back aways--the same place you'd also discover that technically it's against the law to wear suspenders in Tempe. there must be a web site of some sort that breaks it down..."
