There were a large number of institutional players of many governments at the time that were deeply invested in "The bomber will alway's get through" as a means to either justify independent air forces or increase the budgets of existing ones. Since hype was how major papers sold advertising space, and pilots on the make could supply it, it only follows hype would predominated without the hard lessons of protracted combat.
