With regard to origins of this notion, pre-talmudic, we could go back to Numbers 13:33 when the spies returned from their first sortie into Canaan and said: "vanehi be'eyneynu ca'hagavim, v'chen hayyinu b'eneychem," which (JPS) translates as: "and we looked like grasshoppers to ourselves, and so we must have looked to them."
