I think that Zygmunt Bauman outlined the incredibly complex situation of the Judenrat very well in his excellent _Modernity and the Holocaust_ (Ithaca, NY: Cornell University Press, 1991 [1989]), especially in chapter 5-"Soliciting the Co-operation of the Victims."
