The decision to exterminate East European Jews came before Barbarossa.  It
certainly was in effect on June 22, 1941. For proof see the Einsatzgruppen
Trials-Ohlendorf  v. US. Breitman's book on Himmler and my book on the
Holocaust in Latvia.
