In the second of his two submissions on l'Affaire Hiss General Kobyakov indicates that he interpreted a phrase in my most recent post on the same subject as a suggestion that he was in a state of mental decline. I intended no such thing and regret that my words were so interpreted. With the sentence in question -- "Perhaps time has, I regret to observe, distorted General Kobyakov's memory of this episode."-- my intention was to indicate that I was not accusing him of dishonesty for having written an account of how he came to search in the Archive of the KGB for the late John Lowenthal that conflicts with the published remarks on the same subject of Mr. Lowenthal and General Volkogonov, which agree in all particulars.
