I also thought this question would get alot more responses. I plan to enter an Ph.D program in IT very soon, and was hoping for more responses. Perhaps many people are away from their computers during the holidays. Since you seem to know about various IT programs, I would like to ask you, have you heard of the University of Colorado's Educational Technology program? Does it have a reputation for anything? I would appreciate hearing from you. At this time I'm considering UNC and your own, ASU for doctoral studies.
