Seems to me that is as much in dispute as is the meaning of the Second Amendment. Many people would argue rather that Shays' Rebellion was an event which either proved to those people wanting a stronger central government that they were right OR was something those people recognized they could use to scare the rest of the country. Following along those lines, Shays' Rebellion might prove that what the people of western Massachusetts needed was a more responsive state government.
