Does your colleague mean the ICEM? I don't know what the IFCPW is. There is a small but solid literature on this topic, though not much particularly on the CIA in the ICFTU or the International Trade Secretariats at the central level. There is, however, substantial writing on the AFL-CIO's anti-communist strategies in specific countries or with the regional organizations of the ICFTU, particularly ORIT. A lot of the books out there about the CIA and AIFLD or the other Free Labor Institutes are poorly documented from the AIFLD side-though this is because the sources are all too often simply not available. There is no single book or article that will do the trick. You might suggest your colleague have a look at the work of Kim Scipes, Anthony Carew, Peter Waterman, Peter Weiler, and Ted Morgan.
