C. Lecture Series – Spring 2007 Empire in German and American History The quest for empire is not always acknowledged by those who pursue it. Germany openly espoused imperial ambitions at several points in its history before other powers reined it in. The United States has time and again refused to label itself an empire even as its exercise of power beyond its borders was taking on many hallmarks of imperial rule. This lecture series will explore the multifaceted concept of empire through the examples provided by German and American history. Miller Center's Governing America in a Global Era, Sarah Binder Colloquium--Friday, March 2 at 12:30 p.m. The Miller Center's Governing America in a Global Era will host Sarah Binder, Professor of Political Science at George Washington University and Senior Fellow at the Brookings Institute, as part of its regular GAGE Colloquia Series on Politics and History, on Friday, March 2 at 12:30 p.m. Binder will present a working paper entitled "Designing Political Institutions: The Development of Advice and Consent Practices in the Senate." Binder explores competing explanations for why majorities might grant procedural advantages to the minority, and tests her conjectures in a case study of the origins of informal advice and consent practices in the Senate. In particular, using Senate archival records, Binder explores the origins of the Senate "blue slip" - the Senate practice that grants home state senators regardless of party the right to block judicial nominees. The study enhances our understanding of the evolution of advice and consent, and informs our notions about how and why political institutions evolve. *** Lunch will be served!
