Professor Matray writes: "The United States is still "interfering with the Koreans 'determining their own future'" in 2004 as it does in countless countries around the world." This really depends on how one defines "interfering." In the case of the Korea, I suspect that few people would define interference as coming to the aid of a people who are attacked by their own nationals with the backing of a hostile totalitarian power like the Stalinist Soviet Union.
