Formosa is mentioned once in the SF Peace Treaty, in Article 2b. China is mentioned twice, in Articles 10 and 25. Neither China nor the ROC attended that conference. Perhaps the author is referring to the 1952 Treaty of Peace between the ROC and Japan.
