Last month on another list* there was discussion of the UN General Assembly consideration - and ultimate deferral - of the Declaration on the Rights of Indigenous Peoples. One of the claims in the discussion was that the US, Canada, Australia and some others were putting pressure on African countries to vote against the Declaration. Whatever the case, Namibia proposed delay in consideration of the measure and apparently most African countries voted for the delay. All this is beyond my expertise and I haven't had time to look into it, but I thought that the issue might be of interest to H-Africa (it is ongoing and will come up again next year) and that someone on the list might have more background or informed opinions on the Declaration and the position(s) of African states on it. *PPGIS http://www.dgroups.org/groups/ppgis/index.cfm (click on "Messages" to view recent traffic)
