The tone itself is not damaging although some might find it annoying. The volume and duration determines how damaging it is. Even if you can't hear it, if you turn it up loud and put it to your ear it can damage your hearing. Any loud noise listened to over a period of time can damage hearing and kids who already are beginning to experience noise induced hearing loss are more susceptible.
