Larry, I am not a school filter manager, but as a former member of a technology department, I do have some insights on how this could be managed better. In my former position, we had a very enlightened Director of Technology who came from the world of higher education. He overhauled how that district filtered. It is very easy to have two domains, one for students and one for teachers. It involves putting each group into separate user groups in Active Directory. Teachers have access to more resources than students do. If one wants to take this a few steps closer to educational sanity, one could divide K12 students into logical groups - assuming each student has a unique logon. K-3, 4-6, 7-8, 9-12 could all be filtered differently, with more rights and responsibilities granted as the student gets older (and shows responsible behavior.) In my humble opinion, there are two factors involved in the heavy-handed filtering that some districts do. First, many districts license a filtering product and install it right out of the box - no customization. Secondly, while teachers are entrusted with the care and education of young people, they themselves are often treated like possibly wayward large children who can't be trusted to be professionals.
